GENERAL DESCRIPTION

Performs highly complex (senior-level) compliance analysis, systems development, and performance improvement work for the agency’s Monitoring & Inspections (M&I) Division. The Compliance Performance Analyst serves as the lead developer, administrator, and steward of a cross‑entity compliance database designed to integrate compliance, monitoring, audit, and oversight data across multiple internal and external entities.

This position is responsible for developing, maintaining, and continuously enhancing a centralized compliance database that includes both state‑operated and county‑level programs. The database functions as a strategic tool for tracking compliance issues, corrective actions, risks, and trends across entities, enabling leadership to quickly identify systemic risks, monitor progress, and make informed decisions regarding oversight, enforcement, and improvement strategies.

In addition to system ownership, the position may conduct and oversee highly advanced compliance monitoring and performance improvement activities, including evaluation of programs, facilities, policies, procedures, services, records, and compliance documentation to determine adherence to Texas Administrative Code (TAC), state and federal statutes, agency policies, contract requirements, and reporting standards.

The Compliance Performance Analyst reviews and evaluates management responses, corrective action plans (CAPs), and performance improvement plans (PIPs) resulting from internal and external monitoring, audit, and oversight activities and ensures their accurate capture and tracking within the compliance database.

Serve as the agency’s internal coordination point for monitoring and reporting the status of management actions related to previously reported internal and external audit findings and recommendations. This role compiles, analyzes, and communicates agencywide implementation progress to executive leadership by coordinating with Internal Audit and agency management, ensuring timely, accurate, and transparent status reporting.

The Compliance Performance Analyst provides oversight of compliance and performance improvement activities for:

  • TJJD‑operated residential facilities
  • TJJD‑contracted residential facilities operated by private vendors
  • TJJD-parole and contracted parole
  • County juvenile justice facilities, programs, and services, including:
    • County juvenile probation departments
    • Short‑term detention facilities
    • Pre‑adjudication secure detention facilities
    • Post‑adjudication secure correctional facilities
    • Non‑secure correctional facilities
    • County‑operated or county‑contracted programs and services for juveniles

This position works under limited supervision with considerable latitude for initiative, independent judgment, and decision‑making. May supervise or provide functional guidance to lower‑level staff. May be required to work in excess of 40 hours per week, serve on‑call, and conduct moderate statewide travel, including air travel and travel on short notice.

ESSENTIAL DUTIES

Serves as the primary owner and administrator of a centralized, cross entity compliance database that integrates compliance, monitoring, audit, and oversight information across state and county programs. Designs, develops, maintains, and refines database structure, data standards, workflows, and reporting capabilities. Collaborates closely with M&I, Office of Internal Oversight (OIO), Internal Audit (IA), Office of Inspector General (OIG), program offices, and other stakeholders to ensure data accuracy, consistency, usability, and alignment with oversight needs. Produces dashboards, reports, and analytical summaries to support executive level decision making, risk identification, trend analysis, and workload prioritization.

Identifies the impact of operational or programmatic changes on existing plans, modifies plans as necessary, evaluates trends, resolves issues related to plan development and implementation, and ensures ongoing tracking and documentation in the compliance database.

Coordinates with agency divisions, Internal Audit, and leadership to collect, track, and consolidate the status of management action plans addressing audit findings and recommendations.

Facilitate communication between management and Internal Audit regarding implementation timelines, status changes, and documentation needs.

Track follow up activity related to Internal Audit reports and State Auditor’s Office findings, including audits and recommendations under active follow up.

Conducts surveys, on-site inspections, and desk reviews to assess compliance status and progress toward meeting corrective action and performance improvement requirements. Integrates monitoring results into the centralized database to support cross entity analysis and trend identification.

Prepares detailed, comprehensive, and timely reports summarizing monitoring findings, compliance status, and progress toward management responses, CAPs, and PIPs. Utilizes database analytics to communicate progress, risks, emerging issues, and barriers to compliance to agency leadership and internal and external stakeholders.

Prepare agencywide status reports and briefings for executive leadership and governing bodies that summarize progress, outstanding actions, and areas requiring attention.

Researches, analyzes, and evaluates national standards, emerging best practices, and current trends in juvenile justice and related fields. Incorporates research findings into performance improvement recommendations, compliance guidance, and data driven enhancements to the centralized compliance system.

Analyzes variations in program implementation and operational practices across entities to identify barriers to compliance and performance improvement. Recommends evidence-based solutions, operational changes, and policy or procedural revisions. Prepares written analyses and justifications and supports documentation and tracking of changes within the compliance database.

Provides technical assistance to monitored programs and internal stakeholders related to compliance requirements, corrective actions, performance improvement expectations, and use of the centralized compliance database.

Participates in special projects and assignments related to monitoring, inspections, quality assurance, data integration, and agency wide compliance initiatives, including cross divisional efforts requiring advanced analysis and coordination.

Performs related duties as assigned to support agency operations, monitoring responsibilities, and strategic compliance initiatives.

Collaborates with departmental staff in meeting established objectives and goals; shares information; identifies concerns and trends; recommends improvements to resolve problems or enhance operations; and assists with the development of policies, procedures, guidelines, and forms relevant to the program area and in the development of plans to improve programs or to address areas of concern.

 Performs all duties in compliance with agency safety policies and procedures:
  • Reports safety hazards and corrects hazards when possible.
  • Completes required documentation in the event of an accident/injury within requested time frames.

Attends work on a regular and predictable schedule in accordance with agency attendance and leave policies.

Will be required to travel up to 10% of the time.
