Senior Consultant, Emergency Preparedness

Job Purpose
Provide expert advice on developing and implementing medical Emergency
Preparedness and CBRNE preparedness activities within ADNOC Group Medical
Services Division (GMSD) towards strengthening its capacity for Emergency
Response, Disaster Risk reduction and ensuring business continuity capability
to maintain core medical services during such incidents (including ability to
recover and reestablish services rapidly).
Develop capabilities, processes, plans and procedures in Emergency
Preparedness across ADNOC Group Medical Services to address risks, and manage
Major Incidents and CBRNE Incidents effectively, enabling the provision of
timely medical care in order to increase the likelihood of patient survival.
Job Specific Accountabilities (Part 1)
• Advise, manage and coordinate the emergency management operations for
Group Medical Services Division (GMSD) ensuring strategic alignment with
direction and emergency preparedness plans of ADNOC and its group companies.
• Develop and establish emergency preparedness plan for all GMSD facilities
capable of meeting ADNOC future needs. Ensure resources and strategies to
ascertain that these functions are executed efficiently and in a timely
manner.
• Ensure processes are in place to establish rapid command and control in
Major Incidents and CBRNE incidents and that scalable, flexible emergency
response arrangements are in place that are adaptable to work in a wide-range
of specific scenarios.
• Ensures the security of employees, capital assets, and proprietary
information of the organization is safeguarded at all times and provides
expert advice on strategic direction, tactical management, emergency planning,
and disaster recovery strategies.
• Initiate proactive analysis and advice on key strategic areas relative to
the emergency management and operations for GMSD.
• Advise on developing pertinent protocols, policies and procedures for
various functions on emergency preparedness (on- shore and off -shore
operations, helicopter emergency medical services) including local and
national emergencies, major incidents and Cbrne incidents (including terrorism
and natural disaster), pertaining not only the oil & gas industry but others
such as the Nuclear Industry and National Security.
• Lead and coordinate GMSD facilities emergency preparedness drills.
Oversee development and implement effective emergency training scenarios and
response activities and disaster preparedness program.
• Plan Preparedness (including CBRNE and Business Continuity during Major
Incidents).
• Advice GMSD on international benchmarking against best practice Incident
Response Plan and assist in promoting a coordinated approach to the regulation
and/or controls over managing major incident/disaster so it integrates with
DOH Standards, ADNOC and other stakeholders.
• Develop capabilities and capacities based on gaps, needs and risks.
Job Specific Accountabilities (Part 2)
• Ensure that Emergency Planning, implementation of the Planning Cycle and
introducing the preparedness planning culture into GMSD is carried out in the
extensive manner that enables the development of high levels of resilience and
instills effective and efficient control, mitigation and response to Major
Incidents and CBRNE incidents.
• Coordinate, support and advise GMSD is all aspects of Emergency Planning,
Major Incident Business Continuity and Resilience in coordination with ADNOC &
Group and relevant external partners which include, but not limited to, DOH,
SEHA, NCEMA, ADP, MOI, Military, Chemical Defense, Armed Forces Medical,
FANR, ENEC, NAWAH, Civil Defense, National Search & Rescue etc.
• Analyze lessons learned and track Emergency preparedness implementation
activities, monitor and adapt processes to align with changes in risks,
resources, outcomes or legislation.
• Identify opportunities for developing cooperation, networking and mutual
aid agreements that help enhance GMSD's Emergency Preparedness.
• Design and develop high-end medical counter measures for CBRNE and Major
Incident management that are tailored for ADNOC's operations taking into
account the local environment and cultural needs.
• Identify and interpret laws, regulation and policies related to emergency
and disaster management.
• Facilitates integration of GMSD risk reduction strategies into ADNOC,
Department of Health (DOH), and national Strategic Plans.
• Coordinate with multiple agencies and organizations at the National and
Federal levels, ensuring alignment in Preparedness Planning for ensuring the
maintenance of seamless multiagency Major Incident and CBRNE Response
capabilities at all times, regardless of type of incident or location.

• Provide input for preparation of the Function/Division/Department/Section
budgets, assist in the implementation of the approved Budget, and work plans
to deliver objectives.
• Investigate and highlight any significant variances to support effective

• Implement approved Function/Division/Department/Section policies,
processes, systems, standards and procedures in order to support execution of
the work programs in line with Company and International standards.
Performance Management
• Contribute to the achievement of the approved Performance Objectives for
the Function/Division/Department/ Section in line with the Company Performance
framework.
Innovation and Continuous Improvement
• Design and implement new tools and techniques to improve the quality and
efficiency of operational processes.
• Identify improvements in internal processes against best practices in
pursuit of greater efficiency in line with best industry standards in order to
define intelligent solutions for issues confronting the function.
Health, Safety, Environment (HSE) and Sustainability
• Comply with relevant HSE policies, procedures, controls, applicable
legislation, and sustainability guidelines in line with international
standards, best practices and ADNOC Code of Practices.
Reports
• Provide inputs to prepare Function/Division/Department/Section MIS and
progress reports for Company Management.

Regular work related contact with concerned Vice Present and team members within in the Function or other Directorates as required.
External Communications & Working Relationships
• ADNOC Group on work related matters.
• MOH, DOH, NCEMA, Civil Defence on related matters.
Minimum Qualification
Bachelor's Degree in Medicine or equivalent qualification with background in Emergency Medicine, Pre-Hospital Care and Medical Emergency Preparedness Planning.
Minimum Experience, Knowledge & Skills
• 12 years of professional experience Preparedness Planning, Healthcare
preparedness Planning
• Experience in Preparedness Planning at the National level, Regional level
or large healthcare institution preferred.
Professional Certifications
• Major Incident Medical Management
• CBRNE
• Trauma & Cardiac Life Support ATLS, ALS, PHTLS, PALS
• Pre-Hospital Care - APHEC (as applicable for the job, not mandatory)
