Position Summary
In this role, the individual will perform advanced (senior-level) contract administration and contract development work supporting the mission critical functions of the agency’s cooperative procurement program.
Opportunities include work on coordinating procurements for large scope, and/or multi-award contracts by defining requirements and developing, negotiating, and awarding contracts. This role will document and implement process improvements, and work to develop guidelines, policies, and procedures. Duties will also include prioritization of work streams and setting standards for achieving procurement goals. Additionally, this role ensures compliance with current purchasing policies and regulations and ensures state procurement procedures are followed. This is an opportunity to work under the limited supervision of the Cooperative Procurement Director with considerable latitude for the use of initiative and independent judgment.
· Oversees or prepares the scope of work, specifications, and terms and conditions for new contracts.
· Oversees the distribution of bid invitations to vendors, reviews submitted proposals for administrative compliance, leads negotiations, and awards new contracts.
· Makes recommendations on guidelines, policies, and procedures; develops schedules, priorities, and standards for achieving procurement program goals.
· Ensures compliance with current contracting policies, regulations, and procedures.
· Serves as a resource to other Chief Procurement Office staff on escalated issues of an unusual nature.
· Provides customer consultation, evaluates customer requirements, and advises in the development of contract specifications to achieve optimal balance between best value and cost savings; includes conducting customer workgroups to gather input for use in developing RFO specifications.
· Makes recommendations on improving existing departmental procurement and contract management processes and practices.
· Performs other work-related duties as assigned.
