The Texas General Land Office is seeking a Procurement Manager within the Financial Management Department of the agency.

The employee at this level may oversee business functions, divisions, or departments:

· Approve budget expenditures and implements budgetary adjustments.

· Serves as a back-up to the Director.

What Your Contributions to the GLO Will be:

· Provides strategic leadership, direction, and oversight for procurement activities supporting all agency departments. Manages daily operations of the procurement team, providing direct supervision, guidance, and performance management. Leads hiring, training, professional development, capability building efforts; assigns and balances workloads; ensures quality assurance, and enforces adherence to applicable laws, policies, procedures, and procurement best practices. Establishes team goals and performance measures, monitors progress, and ensures timely, compliant, and customer focused procurement services. Serves as back-up procurement director as needed.

· Oversees procurement workflows and documentation to ensure accuracy, consistency, and audit readiness. Reviews and assigns requisitions; approves purchase orders; and ensures correct procurement methods, codes, and supporting documentation are applied. Ensures procurement files are complete, compliant, and maintained accordance with record retention and audit requirements. Provides guidance to ensure procurement methods and documentation standards are applied consistently.

· Oversees the planning, development, and execution of solicitations. Ensures procurement strategies, documentation, and processes comply with applicable federal and state laws, regulations, Statewide Procurement Division (SPD) Contract Management Guide requirements, and agency policies. Provides review, guidance, and strategic direction throughout all phases of the procurement lifecycle. Oversees key solicitation milestones, including procurement planning, kickoff meetings, solicitation development, pre-proposal conferences, evaluation activities, award recommendations.

· Leads the development and delivery of procurement training, tools, and resources to strengthen staff capability and maintain compliance with evolving laws, regulations, and industry standards. Implements legislative, regulatory, and policy changes impacting procurement operations. Partners with leadership to develop strategic plans and establish short-and-long term goals for procurement operations.
