The City of Jersey City (“The City”) is seeking to hire a Buyer, who under
supervision, selects,
prepares orders for, and arranges for purchase of one or more types of
equipment, materials,
and supplies used by various departments.Job Duties:
- Organize and prioritize workloads in such a manner that all tasks are accomplished within the acceptable timeframe.
- Obtain a thorough working knowledge of commodity classifications as assigned through vendor contacts, literature or other means.
- Work independently or as part of a leadership team.
- Communicate effectively and professionally with various levels of City staff from different departments and the business community.
- Interpret data and research technical information necessary for specification preparation and for evaluation purposes.
- Understand all laws, rules, regulations and policies as they relate to New Jersey government procurement laws.
- Review purchase requisitions to assure source and price are in the best interests of the City Procure goods and services with focus on seeking vendors such as small businesses, local and minority-owned businesses for the provision of goods and services to encourage and increase the growth of diverse businesses.
- Must be able to attend and complete various training sessions as well as procurement seminars to maintain knowledge of current technology and systems.
- Perform other duties as assigned.
Required Education: Bachelor’s degree or Associate Degree from an accredited college or university
Required Experience: One (1) to Two (2) years of experience in the large- scale purchase of commodities, materials, equipment, and/or supplies.
Essential Skills:
- Knowledge of methods and procedures involved in the purchase of equipment, materials, and/or supplies.
- Knowledge of public purchasing practices or willingness to complete Rutgers procurement courses.
- Ability to work harmoniously with associates, superior officers, vendors, and salespersons and with others interested in or concerned with purchase matters.
- Excellent verbal, written, multitasking, and organizational skills.
- Strong attention to detail with a high degree of accuracy; excellent follow-up/follow through skills.
- Ability to use software and applications, including Office 365 applications (Word, Excel, PowerPoint, and Edmunds), to share, retrieve, and research information.
- Computer skills, including familiarity with on-line purchasing systems and applications, i.e. tabulating spreadsheets, and databases.
- Ability to work independently and resolve practical issues.
**This is a Civil Service Job and you must eventually pass and qualify for the applicable Civil Service title.
