ADAMH Property Manager

The Fairfield County ADAMH Board is seeking a property manager for a new, low-
income supportive housing building. This position will support the mission of
the ADAMH Board in managing a 24-unit apartment building.
The Property Manager will deliver exceptional tenant experiences, coordinate
daily operations, support property performance initiatives, and help ensure
our building operates at the highest standard and within all affordable
housing and HUD standards and regulations required. The Venture Place property
is for people experiencing homelessness and Serious Mental Illness (SMI) with
permanent housing and the supportive services they need to be successful. The
Property Manager oversees and assists the application and rental process to
determine eligibility, monitors and ensures resident compliance with lease
agreements, and manages rental programs. The Property Manager also assures
quality building, ground maintenance, and security of the property.
- Maintain accurate data entry and filing of tenant records, lease agreements, legal documents, and compliance paperwork.
- Manages and assists with the application process to determine eligibility for Permanent Supportive Housing with Project Based Vouchers
- Understand all the compliance requirements for the facility, the tenants and the ADAMH board as the landlord and owner. Assure that all compliance requirements are met for fair housing, affordable housing
- Draft in applicable policy and procedures and all needed handbooks, forms and protocol for Venture Place in collaboration with ADAMH program staff.
- Ensure timely collection and documentation of tenant rent and voucher payments. Manage, track, and produce financial reporting on revenue.
- Record and pay all expenses
- Record, track and manage voucher payments and rent paid.
- Work collaboratively with the Finance and Operations Director to support the creation of annual budget and track expenses for multiple funding sources to ensure Permanent Supportive Housing services remain within established budget.
- Monitor Lease compliance by all residents. Work with them on non-compliant issues.
- Work directly with Fairfield Metropolitan Housing Authority to assure we are in compliance with their rules. Collaborate on new tenant applications and eligibility.
- Performs interviews and in-house inspections to update files and conducts interim/annual re-certifications with residents for continued occupancy to ensure compliance from the screening of applicants for residency in accordance with HUD rules and regulations and Housing Authority policies and procedures.
- Oversees the daily administration of the property.
- Addresses and resolves any emergencies that arise.
- Coordinates with all service providers on site; which includes the behavioral health providers, security, and any cleaning, maintenance and repair technicians.
- Works in conjunction with the ADAMH construction manager to maintain the building at a professional level in operations and appearance.
- Conducts weekly inspection of the property and prepares a summary report of the property activity, conditions observed, and traffic.

- Associate’s degree or commensurate experience in social services or a related field a positive but not required.
- Experience in a Public Housing environment in either an Occupancy or Management role, or as a property manager, or experience with affordable housing management performance standards preferred.
- Previous experience working with the public in which the following skills were attained: effective telephone skills, ability to deal tactfully with a variety of people under constantly changing circumstances using tact and diplomacy, ability to demonstrate patience and active listening with others
- Ability to prioritize and delegate tasks and work under minimal direction, ability to understand and follow complex verbal and/or written instructions, and familiarity with filing systems,
- Experience with budgeting, financial tracking and reporting, management of revenue and expenses, accounting reports and reconciliation preferred.
OTHER DUTIES:
- Is available weekends and evening for emergency needs from support providers or security company. There will be back up coverage if the property manager needs this.
- Works abnormal hours based upon service needs.
- Travels as needed.
- Other duties as assigned.
