Assistant Chief Engineer (MassDOT Headquarters Supervising Section Engineer)

Duties and Responsibilities

  • Oversees agency programs and procedures related to engineering and construction projects and programs within MassDOT Headquarters.
  • Develops and reviews standard operating procedures, engineering directives and policy directives to ensure compliance with federal and state laws, regulations and guidelines.
  • Represents the Chief Engineer and MassDOT on committees, task forces, or other groups as assigned to ensure that MassDOT is well-represented and initiatives are advanced in the best public interest.
  • Communicates with senior leadership to provide project status updates, prepares summaries and recommendations regarding projects.
  • Reviews and tracks contract actions including new awards, new assignments, fund increases, time extensions, municipal grants and agreements with municipalities and utility companies.
  • Provides information and recommendations concerning engineering issues.
  • Communicates with consultant design firms regarding contract selection, prequalification, project design issues, cost recovery issues, and related matters.
  • Provides guidance and support regarding the management of contracts with A&E firms, including assisting with the selection process, preparing RFR instructions and responses to questions, and preparing contract standard provisions and special provisions.
  • Coordinates and monitors the activities of employees engaged in Civil Engineering and related matters within MassDOT Headquarters, and provides guidance and advice as required.
  • Assists with responses to media, general public and FOIA requests.
  • Identifies engineering problem resolution strategies.
  • Works with external MassDOT business partners and advocacy groups such as ACEC/MA, CIM, MMA, FHWA, Walk Massachusetts, MassBike and the Livable Streets Alliance to ensure that MassDOT is well-represented and initiatives are advanced in the best public interest.
  • Acts as signatory designee for Chief Engineer.
  • Serves on committees as chair and/or representative including the Design Solutions Committee, Architects and Engineers (A&E) Review Board, Design Exception Review Committee, Cost Recovery Standing Committee, Specifications Committee, Construction Standard Details Executive Committee, ACEC/MA Task Force, MA Bicycle and Pedestrian Advisory Board, Capital Conflicts Committee, Accessible Technology Advisory Committee, TransNET Steering Committee, and others as required.

This position is eligible for a five thousand dollar ($5,000) signing bonus (“Signing Bonus”) if you are newly hired to the Unit E collective bargaining unit at MassDOT. The Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee’s first paycheck. 2) $2,000 (less applicable taxes) after the successful completion of the employee’s probationary period. Only candidates external to the Massachusetts Department of Transportation are eligible for the sign-on bonus.
