Cross-Agency Program Manager (Rural Health Transformation Program)

The Executive Office of Health and Human Services (EOHHS) is seeking an experienced and collaborative professional to serve as the Rural Health Transformation Program (RHTP) Cross-Agency Program Manager. This role offers the opportunity to help lead one of the Commonwealth’s largest healthcare transformation initiatives, supported by nearly $800 million in strategic investment focused on strengthening healthcare access, improving health outcomes, and supporting long-term sustainability for rural communities across Massachusetts. The program advances innovative initiatives in workforce development, emergency medical services integration, population health, technology modernization, community prevention, and modern care delivery models designed to improve the well-being of rural residents throughout the state.

The selected candidate will work closely with leadership across EOHHS, the Department of Public Health (DPH), MassHealth, and EOHHS-IT to support the coordination, implementation, and oversight of complex statewide initiatives. This position is ideal for a candidate who thrives in fast-paced, mission- driven environments and enjoys building partnerships, improving systems, solving complex challenges, and driving collaboration across agencies and stakeholders. The role also supports program strategy, compliance, reporting, operational improvements, and cross-agency communications while helping ensure initiatives remain aligned with federal requirements and long-term program goals. Ideal candidates will have experience managing large-scale projects, healthcare or public sector initiatives, grant-funded programs, or cross- functional operations.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

· Provides strategic and operational leadership to support the successful implementation, coordination, and oversight of the Rural Health Transformation Program (RHTP) across multiple agencies and initiatives.

· Collaborates with Initiative Leads, Fiscal Leads, Evaluation teams, Communication Leads, and executive leadership to ensure alignment with program goals, timelines, compliance requirements, and statewide healthcare transformation priorities.

· Supports the development, execution, and monitoring of initiative-level strategies, phased workplans, operational processes, and program deliverables to advance rural healthcare access and health outcomes.

· Serves as a central liaison between RHTP program teams, Secretariat partners, vendors, and external stakeholders to facilitate communication, resolve operational issues, and promote effective cross-agency coordination.

· Coordinates and supports governance structures, including Initiative Workgroups, Internal Governance Teams, and Community Advisory Councils, while fostering collaboration and stakeholder engagement.

· Assists in the development and implementation of policies, procedures, and operational frameworks that strengthen program oversight, improve efficiency, and support long-term sustainability and continuity across initiatives.

· Provides guidance to agencies and program teams regarding CMS grant requirements, reporting obligations, financial compliance expectations, and internal operational procedures.

· Oversees and maintains accurate program documentation, records, and supporting materials necessary for audits, compliance reviews, federal reporting, and grant accountability requirements.

· Identifies operational risks, compliance concerns, process gaps, and program variances, while developing recommendations and corrective actions to support successful program implementation.

· Supports the preparation, review, and coordination of required federal reports, performance metrics, evaluation activities, and supporting documentation related to CMS-funded initiatives.

· Monitors vendor performance, project deliverables, and operational outcomes to ensure alignment with contractual expectations, quality standards, fiscal accountability, and program objectives.

· Contributes to statewide healthcare transformation efforts by strengthening collaboration, improving operational effectiveness, supporting equitable healthcare initiatives, and advancing sustainable improvements in rural health systems and community well-being across Massachusetts.

Preferred Qualifications :

· Experience managing large-scale, multi-agency projects or initiatives within healthcare, public health, human services, government, or related environments.

· Strong knowledge of federal grant management, compliance standards, reporting requirements, and regulatory frameworks, including experience working with CMS-funded programs.

· Knowledge of the principles and practices of effective leadership and change management, including coordinating cross-functional teams, stakeholders, and external partners in complex organizational settings.

· General understanding of best practices for relationship building and working effectively with leadership, vendors, community organizations, and interdisciplinary teams with the ability to foster a culture of diversity, respect, and inclusion.

· Experience developing and implementing operational processes, policies, standard operating procedures, or program improvement initiatives.

· Strong project management skills with the ability to manage competing priorities, timelines, deliverables, and high-profile initiatives simultaneously.

· Experience analyzing program performance, identifying operational risks or gaps, and developing recommendations to improve efficiency, compliance, and outcomes.

· Excellent written and verbal communication skills, including experience preparing executive-level reports, presentations, and stakeholder communications.

· Experience supporting healthcare transformation, population health, rural health initiatives, workforce development, or community-based health programs.

· Proficiency with data tracking, reporting systems as well as Microsoft Office applications including Excel, Word, Outlook, Planner, PowerPoint, and Teams.
