SOW Program Manager

The purpose of the SOW Program Manager is to work strategically with TAPFIN’s SOW clients in support of their outsourced project management through SOW’s. This role is responsible for the overall management of all aspects of the SOW program for their assigned client(s). This may include but is not limited to providing consultative support to client users in determining appropriate sourcing channels, supporting the bid process, SOW management, overall program performance, and staff management.
Making an Impact
• Understands and is knowledgeable in the contracted terms and conditions
between TAPFIN and the client, including pricing as well as client rules of
engagement and processes
• Needs to leverage procurement experience/background to fulfill client
requirements through frequent interaction with client managers while driving
high client satisfaction.
• Identifies potential TAPFIN business development opportunities.
• Understands and analyzes pricing models and evaluates bid proposals
• Defines and enforces procurement policies and procedures
• Day-do-day troubleshooting and issue resolution, which can include:
o Resolution of day-to-day issues within respective program
o Follows internal escalation plan as necessary
o Meets and manages expectations from client, supplier, and internal resources.
• Responsible for selection, hiring and training of staff personnel for the
Program, which includes performance evaluation, recruitment and retention.
• Accountable for setting and managing performance expectations of staff,
as well as training, motivating and encouraging for professional growth.
• Financial and administrative responsibilities include meeting or
exceeding account growth targets and overall account profitability
• Establish and maintain relationships with client stakeholders, business leaders, procurement, legal, finance, and supplier partners.
• Lead regular governance meetings and business reviews to assess program performance and identify improvement opportunities.
• Develop and deliver dashboards, scorecards and quarterly business reviews.
• Monitor and communicate program performance, supplier performance, spend metrics, compliance measures and risk indicators.
• Present strategic recommendations based on program data and market trends.
• Monitor project spend and budget utilization.
• Support annual budgeting and workforce planning initiatives.
Sharing Expertise
• Provides market knowledge in project/outsourced services space to bring
advisory services to client.
• Provides pros/cons of various buying channels to help guide buyers to
right solution
• Supports RFPs, bidding, reverse auctions, spot buy
• Provides expertise in contract administration, working with legal terms
and conditions
• Procure to Pay technologies
• Works directly with client key stake holders by managing on-going client
and supplier relationships and communication.
• Performs periodic benchmarking of suppliers.
• Accountable for setting performance expectations for and managing
department staff priorities and results.
Gaining Exposure
• Works with MSP management team and with the client on developing and
implementing strategic plans.
• Ensures remarkets and contract extensions by maintaining awareness of
client project progress, including end dates and extensions, to maximize
business opportunities.
• Assists appropriate individuals, including Operations and the Accounting
Department to ensure timely collection of receivables.
• Builds strong relationships with outsourced service providers and builds
strong relationships with stakeholders and managers to help plan and execute
purchasing strategies.
Your Typical Day
• Provide excellent customer service working directly with client key stake
holders. Managing on-going client and supplier relationships and
communication. Additional responsibility for maximizing customer
satisfaction, maintaining and building new relationships, expectation
management and issue/conflict
• Provide high touch advisory services and consult with buyer to validate
worker classification and determine appropriate sourcing strategies
• Support buyer to create bid package and scoring criteria
• Utilizes market knowledge and supplier capabilities to identify suppliers
to source bid
• Facilitates the process to build and execute SOW’s
• Reviews and consult on any re-scoped SOW requests
• Works with TAPFIN Delivery team on supplier performance management
• Moderate to significant travel may be required, depending upon the client
locations and individual client requirements
• Manages to and meets/exceeds client SLA’s, KPIs and program deliverables.
