District Mega Project Liaison (Civil Engineer VI)

Position Summary

Incumbents of positions in this series prepare or review plans, designs, specifications, and cost estimates for engineering projects; prepare and/or review reports, studies, and analytical data; perform calculations relating to engineering problems; perform engineering surveys; inspect construction and/or maintenance work; and perform related work as required. The basic purpose of this work is to perform professional engineering duties in such areas as highways, bridges, buildings, and facilities all in accordance with sound engineering principles, applicable laws, regulations and standards.

Duties and Responsibilities

  • Serve as the District 5 point of contact as a participating member of the Mega Projects Team.

  • Coordinate and actively participate in the review of design/construction submittals with the Mega Project Team, District sections, Headquarters, the Federal Highway Administration, and others.

  • Communicate mega project status to include, but not limited to, significant project changes, milestones, budget and schedule activity to the District Highway Director and Deputy District Highway Director.

  • Report and coordinate engineering constructability conflicts and concerns as they relate to the mega project with the District, including personnel challenges.

  • Exercise engineering principles, knowledge and experience to evaluate department policies, guidelines, specifications, average bid prices, technical submittals and procedures and extra work order cost proposals.

  • Ensure site personnel properly inspect, measure, and document contractor operations in accordance with standard operating procedures, contract plans, contract special provisions, specifications, and comply with all environmental permitting.

  • Participate in project meetings with the Mega Projects Team, legislative and public information meetings, coordination meetings with designers and contractors, and other stakeholders.

  • Coordinate with District sections, Headquarters, and the Mega Project Team relating to the district’s role in the review of procurement (RFLOI, RFQ, and RFP) documents for the project.

  • Meet with public officials and other stakeholders during various stages of design and construction of design-build projects.

  • Represent MassDOT at project related meetings and coordinates public inquiries and outreach for respective projects with appropriate District staff.

  • Make recommendations to enhance design to ensure cost and time effective measures are considered and applied.

  • Reviews and distributes all incoming and outgoing correspondence from contractors, municipalities, and headquarters then generates replies or directs District sections on proper response.

  • Investigates and negotiates contract claims between the mega project team, headquarters and district staff.

  • Provides oversight and direction to District sections relating to information and actions needed to ensure the mega project remains on budget and schedule.

  • Other duties as assigned.

**This position is eligible for a five-thousand dollar ($5,000) signing bonus (“Signing Bonus”) if you are newly hired at MassDOT. Current MassDOT employees are not eligible for the Signing Bonus. The Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee's first paycheck. 2) $2,000 (less applicable taxes) after the successful completion of the employee’s probationary period. **
