GENERAL __DESCRIPTION :
Under the direction of Communications Division Budget Manager, this position performs complex (journey-level) staff services work. Plans, coordinates and performs duties involving several staff services functions such as human resources, accounting, budgeting, purchasing, training, payroll, records management, and/or property management. Plans and coordinates special and administrative assignments and/or programs. Coordinates various records processing activities and responds to inquiries requiring the interpretation of regulations, policies and procedures. Provides assistance to and coordinates activities among several staff services functions and roles such as directors, supervisors/managers, and/or staff. May provide guidance to others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

35%| Human Resource, Training and/or Payroll Duties :Designated as the
division representation for the agency’s Safety and Risk Management Committee
(SRMC) and assists with sending out monthly safety topics and monitoring
division’s compliance with Safety Training submissions, and inspections.
Serves as the Division’s Continuity of Operations Plan (COOP) Coordinator and
back-up Emergency Relocation Group Member. Update the Division’s COOP and acts
as the back-up for first point of contact when the plan is activated. Serves
as Divisional HR Liaison, attends Partners in Excellence meetings, assists
with Personnel Actions and reviews Hiring Matrices. Provides support and best
practice advice to division’s Hiring Managers, throughout hiring process.
Provides technical assistance in CAPPS Recruit. Serves as the Divisional
Timesheet Administrator and assists the division with appropriate
communications with Special Leaves, Payroll, Classification and Recruiting and
Hiring teams within HR. Assists with necessary paperwork related to
Telecommuting agreements, CAPPS and ePortal permissions and the updating of
divisional organizational charts and/or rosters. May serve as a Division HR
Work Group representative and as the Division Internship Coordinator, as
needed. May assist with scheduling meeting space or coordination of virtual
meetings for the division as needed. May assist with planning divisional-wide
meetings, trainings and retreats.
35%| Purchasing, Accounting and/or Budgeting Duties: Assists Division Budget
Manager with special projects, such as completing donation notices,
expenditure corrections, monthly contractor reporting, internal/external award
coordination/submissions, reconciling internal budget, tracking documents with
CAPPS, and preparing special and/or periodic budget and financial related
reports as required (including fiscal note requests). Has delegated purchase
approval authority up to $10,000. Responsible for Voyager Fuel Bill
funding/error corrections and coordinationg with Division Admins and SSOs.
Maintains the division toll tag account. Assists division staff with
acquisitions of new or replacement vehicles in coordination with the Fleet
Management Office. May assist as a back up Purchaser to the DBC and other
branches/departments within COM as needed. May assist as backup Receiver in
CAPPS for division, as needed. May monitor the travel voucher and/or invoice
pending logs and can assist division admin/purchasers with inquiries and
resolutions as needed. Serves as the Division Credit Card Coordinator and
Accounts Payable point of contact. Maintains division procurement card
training records and individual spending thresholds. Creates and/or reviews
and approves procurement card and fuel driver pin applications.
15%| Travel, Records and/or Property Management Duties: Designated Property
and Surplus Point of Contact for the division. Assists staff with all property
related issues, including the surplus process. Responsible for the annual
asset inventory and consumable/concession reports. Holds the position of
Divisional Fleet Coordinator (DFC) and is custodian for the Director’s Office
property vehicle. Coordinates and audits division’s vehicle logs and works
with division vehicle custodians for compliance with all Fleet Management
policies and procedures. May assist the Fleet Management Office with updating
division vehicle log hierarchies and advising division on best practices with
fleet management and vehicle use. Coordinate and assist with vehicle
inspection renewal process and monitors monthly vehicle report entry for the
division. Coordinates annual computer refresh, specialty computer needs,
communication of information technology (IT) initiatives, as well as IT/HR
training coordination.
10%| Other Division Specific Job Duties: Responsible for Division Operation
support through various special projects to provide training, technical
assistance and advice to division staff. Responsible for ABEST Performance
Measure reporting coordination and submission for the division. Assists in
tracking other reporting duties for the division related to LBB, LAR and other
applicable senate bill reporting. Designated as the division’s legislative POC
and routes legislative inquires to the appropriate divisional contact through
the Legislative Tracking System (LTS). Serves as the division point of contact
for policy processes and for Bill Analysis during legislative sessions.
Assists with development and capturing of SOPs within DBC department. May
assist other division branches with updating and refining processes and SOPs.
5%| Marginal Job Duties: Performs additional duties as assigned. Complies
with Agency, Division and Department rules, regulations, and procedures.
