Agency Overview:
The Executive Office for Administration and Finance (A&F) plans and executes fiscal and administrative policies that serve to ensure the financial stability, efficiency, and effectiveness of state government. The key responsibilities of A&F include managing the operational and capital budgets of the Commonwealth and managing funds received from the federal government. A&F IT is a unit under the Executive Office for Administration & Finance (A&F) and is overseen by the Secretariat Chief Information Officer (SCIO). A&F IT is a team of approximately 300 skilled and committed IT professionals who develop and maintain technical solutions that address business challenges for Executive Office of Administration and Finance agencies.
Position Summary:
The Application Support Developer is responsible for analyzing, designing, testing, and installing applications. The Developer will understand business owner’s needs, translating them into clear specifications, determining viable solutions, and ensuring that the solution is accurate. Demonstrating service excellence, a pro-active and collaborative approach to service delivery, and a strong customer focus are mandatory for this role.
The Application Support Developer has a primary focus on analyzing requirements, writing designs and creating and executing test scripts and test cases. This role will gather and understand customer business and technical requirements, determining viable solutions and working with customers on testing the solution.
**Duties and Responsibilities: **
• Design and develop code using C#.
• Analyze code and component dependencies and develop in a configuration-
based system.
• Work with PostgresSQL databases.
• Understand process design and technical requirements documentation.
• Work both independently and within a project team to design, develop and
deliver software solutions for new and existing functionality.
• Analyze and build data for test, triage defects to draw conclusions,
define issues and make appropriate recommendations.
• Act as a reliable source for early feedback on new functionality and
feature changes.
• Document work and knowledge transfer as required.
• Flexible and adaptable in a fast-paced changing environment while
managing priorities.
**Preferred Qualifications, Skills, and Competencies: **
• Software development experience using C#.
• Proficient in PostgresSQL database development techniques.
• Proficient in Microsoft Office Suite (Excel, Word, PowerPoint).
• Excellent analytical, problem-solving, and interpersonal skills.
• Strong oral and written communication skills with the ability to
communicate at all levels of the organization.
• Superior organizational skills, self-driven with attention to detail and
follow-through on tasks.
• Knowledge of Tax business processes.
An external candidate recommended for a position with the Executive Office for Administration and Finance IT will be subject to a background check that includes checks for: state and federal tax compliance; child support compliance; education verification; Massachusetts CORI checks; criminal background checks in state(s) of current and previous residence/employment; validation of eligibility to work in the United States; and national fingerprint-based criminal background checks.
