The Texas General Land Office is seeking a Chief Information Officer (Deputy Director I) within the Information Technology Services Department of the agency.
The Chief Information Offer (CIO) performs highly advanced (senior-level) policy administration and managerial work for the Information Technology Services (ITS) Department of the Texas General Land Office (GLO). Serving as the CIO, this position provides leadership and oversight for all ITS programs, services, and operations, ensuring alignment with the agency’s mission, statutory obligations, and strategic priorities. This role is responsible for overseeing multiple IT functional areas and ensuring the effective delivery of enterprise technology services that support agency operations.
Work involves establishing the agency’s information technology strategic plan; developing policies, procedures, and guidelines; and establishing priorities, performance standards, and evaluation tools to measure progress toward goals and objectives. Responsibilities include directing the utilization of state resources; overseeing budget development, legislative appropriations planning, and resource allocation related to information technology; and providing oversight of information technology operations, including infrastructure, applications, data management, and service delivery. Supports the agency in ensuring C information technology needs are met. Represents agency leadership in legislative, interagency, and external engagements.
Supervises the work of others, including executive and management-level staff. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Performs other duties as assigned.

What Your Contributions to the GLO Will be:
•Leadership and Operational Oversight: Oversees the overall operations and
performance of the Information Technology Services Department by providing
leadership, direction, and strategic vision across multiple functional areas.
Establish priorities, performance expectations, and accountability measures to
ensure the effective delivery of technology services aligned with agency
goals. Guides leadership staff and ensures coordination of activities across
programs to support reliable, secure, and efficient operations.
•IT Strategic Planning and Roadmap Development: Leads the development and
execution of the agency’s information technology strategic plan and roadmap by
defining long-term goals, objectives, priorities, and milestones. Evaluates
operational and strategic plans to identify areas for improvement and ensures
alignment with agency mission, business needs, and future growth.
•Budget, Legislative Planning, and Resource Management: Oversees the ITS
budgets and financial planning processes, including long- and short-range
planning for technology investments. Contributing to the development of
Legislative Appropriation Requests and collaborates with executive leadership
on budget strategy. Ensures effective allocation of financial, physical, and
personnel resources to support operational and strategic objectives.
•Enterprise Change Management and Program Delivery: Oversees enterprise
technology initiatives and change management efforts to ensure successful
delivery of programs aligned with agency priorities. Provides executive
oversight for planning, coordination, and implementation of IT-related
initiatives, ensuring alignment with user needs, organizational goals, and
operational readiness.
•IT Governance, Policy, and Performance Management: Oversees the development
and implementation of IT policies, procedures, and guidelines by establishing
governance frameworks, standards, and performance measurement tools. Monitors
progress toward strategic goals and ensures accountability, consistency, and
continuous improvement across ITS programs and services.
