About this Role:

Consertus is seeking a Project Controls Specialist III (Cost Analyst) to support the Los Angeles Community College District (LACCD) capital program environment. This role is responsible for maintaining the accuracy and integrity of project budgets, forecasts, and cost reporting across multiple funding sources, while partnering closely with Project/Construction Managers and the Program Management Office (PMO).

This position is ideal for a cost-focused project controls professional who can drive disciplined forecasting, variance analysis, and change management support throughout the full project lifecycle.

Schedule: Monday–Friday
Compensation Range: $101,920 – $108,160 annually

Key Responsibilities:

Cost Management, Forecasting & Controls

  • Maintain and manage accuracy and integrity of project budgets and financial forecasts in accordance with cost management procedures and policies.
  • Participate in monthly Estimate at Completion (EAC) reviews and provide detailed variance analysis and root-cause insights in collaboration with the PMO.
  • Allocate and manage Estimates to Complete (ETCs) for project needs such as change order proposals, task order requests, vendor portal requests, and PBAs.
  • Perform month-end reconciliation of budgets and costs to ensure reporting accuracy.
  • Track and analyze trends in project costs and effectiveness of mitigation plans versus actual performance and forecast.
  • Review project budgets/expenditures across multiple funding sources to confirm alignment to financial objectives.

Change Management, Risk & Performance Analysis

  • Participate in change management and risk assessment meetings to identify cost-related risks, trends, and exposures and support mitigation strategies.
  • Analyze cost variances, performance data, and cost/schedule trends; recommend corrective actions to reduce cost exposure.
  • Work with scheduling teams to evaluate the cost impacts of cash flow and schedule performance, including overrun/underrun drivers and forecasting risks.
  • Review staffing plans to identify resource demand peaks and recommend cost-effective leveling strategies.

Documentation, Systems, Reporting & Stakeholder Support

  • Prepare and validate exhibits for contract amendments, task orders, PBAs, and change orders for correct cost coding and budget allocation.
  • Generate financial/budget reports to support cost control, auditing, and asset tracking using tools such as Proliance, Deltek Costpoint , and standard office applications.
  • Create and present tailored financial, budget, and schedule reporting for the College Project Director (CPD) and other stakeholders.
  • Serve as a primary point of contact for financial information requests and provide timely, accurate cost/budget data.
  • Administer processing of budget transfers, financial closeouts, contract requests, purchase requisitions, amendments, PBAs, and change orders in cost systems.
  • Support contractor/consultant payment application review and approval for financial accuracy and compliance.
  • Assist with gathering physical completion data and adjusting budgets/forecasts accordingly.
  • Perform other duties and special projects as assigned.

Minimum Qualifications

** Education (Required):**

  • 5–10 years _of professional experience inprogram and/or project controls on a construction program. _
  • BS/BA _in Engineering, Construction Management, Business, or related field;additional qualifying experience may substitute for education on a year-for-year basis. _
  • _Experience working through theentire project lifecycle. _
  • Knowledge of:
    • Cost/schedule management
    • Earned value management
    • Change management
    • Forecasting and risk assessment
  • Ability to present data to management in a clear, organized manner.
  • Exceptional communication skills and professionalism.
  • Ability to adapt to changing requirements, work in a fast-paced environment, and collaborate effectively in a team.

Preferred Qualifications

  • Experience with Microsoft Office and advanced Excel.
  • Experience with Proliance, data warehouse tools, or other large capital program systems.
  • Experience supportingeducational facilities / school district capital programs.

Working Hours & Location: Full-time, exempt role with standard business hours. In addition, this is an onsite position, and Monday – Friday in Los Angeles, CA.

Compensation Range: $101,920 – $108,160 annually; Eligible for Bonus
