GENERAL DESCRIPTION

Performs managerial work in the oversight of agency operational and logistical responsibilities. Work involves establishing operational plans; developing policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program efficiency and effectiveness; and reviewing and approving program expenditures within the department. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

EXAMPLES OF WORK PERFORMED

· Directs agency operational functions including, but not limited to, the agency mail operations, logistics, receiving, security, and facility management.

· Develops and implements techniques for evaluating program effectiveness and identifies strategies to improve department effectiveness and efficiency.

· Implements customer service standards and training protocols for all departmental staff in serving internal and external stakeholders.

· Tracks, reviews, and approves expenditures; and ensures that requirements of funding sources are met.

· Develops programmatic policies, procedures, and operational guidelines; and implements and monitors compliance.

· Plans, develops, and approves schedules, priorities, and standards for achieving goals; and directs evaluation activities.

· Oversees agency security personnel and works collaboratively with agency leadership to develop sound security measures and emergency management procedures for physical all locations and agency personnel.

· Reviews and approves management, productivity, and financial reports and studies.

· Provides reports to division and executive leadership related to program responsibilities.

· Provides professional oversight and guidance to other support staff to ensure compliance with and adherence to regulatory standards and established procedures.

· Performs all other duties as assigned.

GENERAL QUALIFICATION GUIDELINES

** Experience and Education**

· Experience in the management and direction of a relevant program such as facility management, operations, logistics, or business.

· Graduation from an accredited four-year college or university with major coursework in a relevant field is preferred. Experience and education may be substituted for one another.

Knowledge, Skills, and Abilities

· Knowledge of local, state, and federal laws and regulations relevant to facility management and/or operations.

· Knowledge of principles and practices of public administration and management, resource allocation, and effective leadership techniques.

· Skill in establishing plans and setting objectives and goals that support an overall business strategy; decision-making, including assessing risk and using good judgment to inform decisions and recommendations to leadership.

· Knowledge of conflict resolution techniques with the ability to work quickly and collaboratively to solve problems.

· Ability to make complex decisions and to interpret agency enforced regulatory laws, policies, and procedures.

· Ability to maintain effective working relationships within and outside the agency.

· Ability to coordinate and communicate effectively.
