Program Analyst III, Chief of Staff - NOAA Programs

Description:

We are seeking a highly skilled Program Analyst to provide high-level analytical and strategic support to the Office of the Chief of Staff. This role is responsible for the comprehensive assessment of R&D portfolios, the integration of data science tools for program evaluation, and the development of high-impact communications to support leadership in the successful transition of research into application. This position is contingent upon contract award.

Key Responsibilities:

  • Analyze R&D utilization and transition readiness by assessing performance against agency missions; produce formal Portfolio Evaluation Reports containing assessment narratives and metric matrices.
  • Develop comprehensive written products including white papers, briefing papers, fact sheets, and programmatic guidance on R&D coordination and administration.
  • Provide expert input on ad hoc stakeholder requests regarding R&D policy development, status, and assessment.
  • Design and implement mechanisms to track R&D developments and publications; conduct quality assessments of internal information resources, including templates, handbooks, and online tools.
  • Execute full-cycle logistics for national/regional R&D meetings, including agenda development, participant tracking, note-taking, and documentation of after-action reports.
  • Develop and maintain high-quality internal and external web content to support transparency and stakeholder engagement.
