Project Manager – Science and Technology - NOAA program

@Orchard LLC is seeking an experienced Scientific Project Manager to support data and cyber activities for a NOAA National Ocean Service (NOS) program. The ideal candidate will have experience leading projects involving technologies such as data & database management systems, mapping software, and/or cybersecurity. This position is contingent upon contract award.
Key Responsibilities:
- Lead recurring team meetings, manage agendas, and ensure clear communication across the support staff.
- Direct all project workflows using management tools (GitHub/Google Drive). Set milestones, manage project boards, and ensure tasks are tracked from start to finish.
- Monitor budgets, report financial risks to leadership, and provide annual funding recommendations.
- Create and maintain internal project materials and public-facing user guides to ensure all processes are transparent.
- Facilitate technical support by capturing bugs, testing solutions, and coordinating resolutions with the development team.
- Schedule and lead monthly technical webinars. Develop training materials and tutorials based on user needs to improve data tool adoption.
- Act as a liaison to the community by providing updates on social media platforms and formal presentations.
- Refine data standards to streamline workflows. Identify strategies for standardizing various types of biological and environmental observations.
- Conduct certification reviews to ensure partners comply with organizational data management requirements.
